My Lord,
I have the honour, in accordance with Colonial
Regulation 200, to forward the enclosed petition from the
General Committee of the Kowloon Residents' Association.

Your Lordship will observe that the petition is
dated 26th May, 1930.
1930. At that date the question of adopting
the recommendations of the Salaries Commission was approaching
its final stage and as it appeared impossible that Your
Lordship's decision on that question could be influenced by the
present petition which indeed contained nothing new, I decided
to defer action until after the debate in legislative Council
of 19th June and also until the Government's action in
appointing a Retrenchment Commission had been publicly
announced.

The Association was accordingly asked in July
whether it still wished that the petition should be forwarded
in view of subsequent developments and on 21st August its
reply was received that after careful consideration by its
Committee this action was desired.

The necessary duplicate copies of the petition
were received by the Government on 4th November.
